R. § 25.161( c), in connection with relocation of the EchoStar 4 satellite to the 77° orbital location. This application was previously dismissed. See Memorandum Opinion and Order, DA 05- 1581 (rel. June 3, 2005). On July 25, 2005 the International Bureau granted EchoStar's petition for reconsideration of that action and reinstated this application. This application seeks to move the EchoStar 4 satellite from its licensed orbital location at 157° W. L. to the 77° W. L. orbital location, where it would be operated by QuetzSat, S. de R. L. de C. V. (QuetzSat) pursuant to a license from Mexico. This application was previously dismissed. See Memorandum Opinion and Order, DA 05- 1581 (rel. June 3, 2005). On July 25, 2005 the International Bureau granted EchoStar's petition for reconsideration of that action and reinstated the request for special temporary authority (STA) insofar as it seeks authority to transfer control of EchoStar 4 satellite from EchoStar to QuetzSat. L. orbital location and is currently operating at that location under U. S. authority.
