 WIRELINE  COMPETITION  BUREAU  ANNOUNCES  ACTION  ON  CALIFORNIA  PUBLIC  UTILITIES  COMMISSION  PETITION  TO  IMPLEMENT  TECHNOLOGY-  SPECIFIC 
 OVERLAY  AREA  CODES 


 Washington,  DC  –  Today  the  Wireline  Competition  Bureau  has  granted,  in  part,  the  California  Public  Utility  Commission’s  (California  Commission)  petition  to  implement  two  technology-  specific 
 or  specialized  overlays  (SOs)  1  for  the  state  of  California.  2  Specifically,  this  order  permits  the  California  Commission  to  place  in  the  SOs  all  “transparent”  or  “non-  geographic  based”  numbers, 
 except  for  wireless  services,  that  would  otherwise  be  assigned  to  the  underlying  numbering  plan  areas.  One  SO  will  cover  the  northern  portion  of  the  state  and  the  other  SO  will  cover  the  southern 
 portion  of  the  state.  The  telephone  numbers  to  be  assigned  in  the  SOs  include  those  numbers  used  for  services  and  technologies  such  as  vehicle  response  systems,  E-  Fax,  automated  teller  machines,  point-of- 
 sales  machines,  multi-  line  fax  machines,  and  Voice  over  Internet  Protocol  services.

 service-  specific  overlay,  numbering  resources  are  assigned  to  carriers  that  provide  a  particular  type  of  service  or  services,  such  as  unified  messaging  and/  or  vehicle  response  services.  In  contrast,  numbering  resources  in  a  technology-  specific
