SUMMARY: The Commission will consider a Notice of Proposed Rulemaking concerning issues raised by section 254( b) of the Communications Act and the United States Court of Appeals for the Tenth Circuit’s decision in Qwest Corp. v. FCC (Qwest II), as well as a proposal by Puerto Rico Telephone Company, Inc. that the Commission adopt a non- rural insular mechanism. 2 CONSUMER & GOVERNMENTAL AFFAIRS TITLE: Rules and Regulations Implementing the Telephone Consumer Protection Act of 1991 (CG Docket No. 02- 278) and Junk Fax Prevention Act of 2005. SUMMARY: The Commission will consider a Notice of Proposed Rulemaking and Order concerning modifications to the rules on unsolicited facsimile advertisements to implement the Junk Fax Prevention Act of 2005. 1 2 Open captioning will be provided for this event.
