The meeting is scheduled, on an expedited basis, for Tuesday, April 25, 2006, from 2: 00 p. m. until 4: 00 p. m. EDT. Under 41CFR 102- 3.150, the meeting will be held with less than 15 calendar days notice due to exceptional circumstances, specifically to address time- sensitive issues. The Committee will post materials to be discussed at the meeting on the FAC’s website, and invites submission of comments for the public record. Any comments that are submitted will be made available on the website, which is accessible to the public. The Committee also notes that, effective immediately, Diego Ruiz will serve as the Designated Federal Officer. SUPPLEMENTARY INFORMATION: The Diversity Committee was established by the Federal Communications Commission to advise it on promoting diversity of participation in the communications sector. AGENDA: The purpose of the meeting is to discuss the Federal Communications Commission’s consideration of new rules that could change the Commission’s implementation of Section 309( j) of the Communications Act, which requires the Commission to ensure, inter alia, that small businesses and businesses owned by members of minority groups and women are given the opportunity to participate in the provision of spectrum- based services. At this meeting, the Diversity Committee will discuss and develop input on new rules the Commission is considering regarding Section 309( j) of the Communications Act, also commonly referred to as the “Designated Entity” rules.
