 Chief  Administrative  Law  Judge  Richard  L.  Sippel's  Initial  Decision  (FCC  06D-  01)  in  MB  Docket  No.  04-  191  was  released  on  April  7,  2006.  No  exceptions  have  been  filed,  and  the  Commission  has 
 not  ordered  a  review  of  the  Initial  Decision  on  its  own  motion.  Fifty  days  have  passed  since  public  release  of  the  Initial  Decision.  Pursuant  to  Section  1.276(  e)  of  the  Commission's  Rules,  the  Initial 
 Decision  became  effective  May  30,  2006  without  action  by  the  Commission.
