McDOWELL ANNOUNCES HIRING OF PERMANENT STAFF Today, FCC Commissioner Robert M. McDowell announced the hiring of his permanent staff. JOHN HUNTER, Chief of Staff & Senior Legal Advisor, Wireline Issues John Hunter will serve as Chief of Staff and Senior Legal Advisor on wireline issues. John Hunter was most recently Counsel to the House of Representatives Government Reform Committee, appointed by Chairman Tom Davis (R- VA). Previously, he was Of Counsel at Reed Smith, McNair & Sanford, representing telecommunications companies, including local exchange, wireless, interexchange and international carriers, broadcasters, cable companies and equipment manufacturers. He was also Senior Counsel of the United States Telecom Association representing local exchange carriers and served as Senior Attorney in the Washington office of United Telecommunications, Inc. Mr. Hunter began his legal career at the Commission, serving in both the Common Carrier and Cable Television Bureaus. He also worked for Congressman Guy Vander Jagt (R- MI). Mr. Hunter is the former Chairman of the Virginia Public Broadcasting Board, appointed by then- Governor George Allen and reappointed by then- Governor Jim Gilmore, and a former At- Large Member of the Fairfax County, Virginia Planning Commission, appointed by then- Chairman Tom Davis. Mr. Hunter received a Bachelor of Arts degree in political science from Albion College and a Juris Doctor degree from the George Washington Law School. Regarding the hiring of Mr. Hunter, Commissioner McDowell said, “I am incredibly lucky to be able to hire John. I’ve known John for close to 20 years. He brings a breadth and depth in communications policy that is second to none.” ANGELA E. GIANCARLO, Legal Advisor, Wireless & International Angela Giancarlo will serve as Legal Advisor for wireless and international issues. Ms. Giancarlo was most recently Acting Legal Advisor to Commissioner McDowell for wireless and international issues. Previously, she held the position of Associate Chief for Spectrum Policy in 1 the Public Safety and Critical Infrastructure Division of the Wireless Telecommunications Bureau. Prior to joining the Commission, she worked in the Washington, DC office of Hogan & Hartson L. L. P., where her primary focus as Senior Associate was advising clients on commercial and private wireless regulation, auction- related transactional matters and strategic planning on spectrum allocations. Ms. Giancarlo has authored several articles on spectrum and technology matters, and is an active member of the Federal Communications Bar Association. She began her career in the congressional office of former U. S. Representative Jack Kemp (R- NY), where she served in a number of capacities over the course of four years. Ms. Giancarlo received a Bachelor of Arts degree in political science from Trinity College in Washington, DC and a Juris Doctor degree from the Columbus School of Law at Catholic University of America. Regarding the hiring of Ms. Giancarlo, Commissioner McDowell said, “Angela and I have closely coordinated on a number of key matters over the past several months, and I have greatly appreciated her legal analysis and substantive expertise. I am pleased that Angela has agreed to join me permanently.” CRISTINA CHOU PAUZÉ, Legal Advisor, Media Issues Cristina Pauzé most recently served as Acting Legal Advisor to Commissioner McDowell for media issues. Prior to working in the McDowell office, she was an Associate Bureau Chief in the FCC's Media Bureau. Before joining the Commission, Ms. Pauzé was Of Counsel at Morrison & Foerster’s Washington DC office, where her practice included representing media clients in regulatory compliance, licensing, rulemaking and transactional matters. She has also held positions as policy advisor to the Assistant Secretary of Commerce for Communications and Information at the National Telecommunications and Information Administration and as senior counsel for commercial transactions at Teleglobe USA Inc. Ms. Pauzé received her Bachelor of Arts degree from Duke University and her Juris Doctor degree from Vanderbilt University School of Law. She served as a law clerk to the Honorable John G. Heyburn II of the US District Court for the Western District of Kentucky. Regarding the hiring of Ms. Pauzé, Commissioner McDowell said, “I have been delighted to work with Cristina for the past few months and am thrilled she has decided to serve as my permanent legal advisor for media issues.” BRIGID NEALON CALAMIS, Deputy Chief of Staff Brigid Calamis will serve as Deputy Chief of Staff. Ms. Calamis joined Commissioner McDowell’s office as Confidential Assistant in June 2006. Her prior experience includes positions in the government relations and public affairs departments of the National Association of Broadcasters and CompTel, a trade association representing telecommunications entrepreneurs, and providing public affairs support for technology and communications clients at Dittus Communications. Ms. Calamis holds a Bachelor of the Arts degree from Davidson College. 2 RAFAEL FERNANDEZ, Staff Assistant Rafael Fernandez will serve as Staff Assistant. Mr. Fernandez most recently served in Commissioner McDowell’s office as part of the transition team. Prior to joining the McDowell office he held various positions at the Commission, including Staff Assistant in the Office of Legislative Affairs and Executive Receptionist for the eighth floor under Chairman Powell. Mr. Fernandez holds a Masters in Information Technology from the American InterContinental University. Regarding the announcements, Commissioner McDowell said, “I am excited to have such a qualified and energetic team in place as we thoughtfully address the many important issues now pending at the Commission.” - FCC - 3
