S2475SAT-PPL-20061109-00136 E Petition for Declaratory Ruling to be Added to the Permitted List 11/09/2006 14:50:25:20300Date Filed: Horizons Satellite LLC Horizons Satellite LLC (Horizons) is a 50/50 joint venture between Intelsat Corporation (formerly PanAmSat Corporation) and JSAT International, Inc., a subsidiary of JSAT Corporation. Horizons has notified the Commission of a pro forma change in ownership of Intelsat Corporation, which occurred on October 30, 2006. As described in its filing, indirect control of Intelsat Corporation was transferred in a series of pro forma transactions that resulted in Intelsat (Gilbraltar), Ltd., Intelsat (Luxembourg) Sarl, and Intelsat (Poland) Sp.z.o.o. being interposed as 100 percent owned holding companies between Intelsat (Bermuda), Ltd. and Intelsat Holding Corporation. The change in ownership is consistent with the Commission's approval of this pro forma transfer of control of various licenses filed by Intelsat (Bermuda), Ltd., which were granted by the Commission on September 29, 2006.
