Washington, D.C. 20554 August 2007 WHAT YOU OWE – MEDIA SERVICES LICENSEES FOR FY 2007 This Fact Sheet concerns licensees of media services such as: commercial AM & FM radio stations, FM translators and boosters, commercial television stations, satellite TV stations, low power television (LPTV) stations, TV translators and boosters and broadcast auxiliary stations. Media licensees and permitees owe regulatory fees for each license or permit held as of October 1, 2006, even if the license or permit expired after October 1, 2006. In instances where a license or permit is transferred or assigned after October 1, 2006, the fee must be paid by the party that is the licensee or holder of the permit on the date that the fee payment is due Commercial AM/FM Radio Stations Who Must Pay: Licensees of commercial AM and FM radio stations, holders of construction permits for new AM and FM stations, and licensees who hold auxiliary broadcast service licenses for stations operated in conjunction with the main station (e.g., remote pickup stations, aural broadcast STLs, intercity relay stations and low power auxiliary stations), provided that such licenses or permits were granted on or before October 1, 2006, even if the license or permit expired after October 1, 2006. Fee Requirement: Fees are determined for AM and FM radio station licensees based upon class of station and population served. A station’s class is based upon the station's most recent license that was granted on or before October 1, 2006. Fee amounts for AM and FM radio stations are indicated on a 42-block table, as shown on the following page. Fee amounts for individual stations may be obtained by accessing the FCC's internet website at (http://www.fcc.gov/fees/regfees.html). If you have a commercial AM or FM radio station that is not listed, please contact the FCC Help Desk at (877) 480-3201, Option 4. Holders of construction permits (CPs) for new AM and FM stations for which a license to cover the construction permit had not been granted as of October 1, 2006, owe $400 (AM) and $575 (FM), for each construction permit held, regardless of station class or population served. Holders of construction permits (CPs) for new television stations for which a license had not been granted as of October 1, 2006, owe $5,125 (VHF), $1,750 (UHF), or $550 (Satellite TV) for each permit held, regardless of market size. Finally, licensees also owe $10 for each broadcast auxiliary license held. Therefore, LPTV stations that were re-classified as Class A TV as of October 1, 2000, as well as existing LPTV stations operating as of October 1, 2006, should pay the LPTV fee of $345 for FY 2007. Who Must Pay: Holders of LPTV, TV translator and booster licenses, and FM translator and booster licenses whose license was granted before October 1, 2006, even if the license expired after October 1, 2006. Fee Requirement: Fees are owed on a per-license basis as follows: Type of License Regulatory Fee Payment Type Code Low Power Television Station, TV Translator/TV Booster $345 0767 FM Translator/FM Booster $345 0768 LIMITATIONS ON CREDIT CARD TRANSACTIONS The U.S. Treasury will reject Credit Card transactions greater than $99,999.99 from a single credit card in a single day, in accordance with U.S. Treasury Bulletin No. 2005-03. If you need to pay $100,000.00 or more, then you must pay via a check, debit, or wire transfer. USE FEE FILER We strongly encourage you to submit your FY 2007 regulatory fee payment via Fee Filer. The benefits of electronically filing and paying via Fee Filer are expeditious payment submissions that are less expensive (no U.S. postage if paying online) and less prone to error. It also results in improved record keeping and payment reconciliation efforts, and reduces paperwork burdens on payers and Commission staff alike. Traditionally, regulatees needing to make voluminous payment transactions have had to use hardcopy Form 159-Cs (Continuation Sheets). These payers will benefit even more so by using Fee Filer. Having expanded our pre-billing initiatives in FY 2007, some regulatees may receive more than one Form 159-B; and some may be obligated to pay for fees that were pre-billed and other fees that were not pre-billed. Fee Filer relieves regulatees of the need to follow different filing instructions for different fees; and enables all fee obligations to be paid simply either online or by following pre-printed instructions on a Fee Filer-produced voucher. 5 Fee Filer accepts electronic credit card transactions of up to $99,999.99 and ACH payment transactions from a bank account of an unlimited dollar amount. Fee Filer also facilitates payment by check or wire transfer by producing a one-page Remittance Voucher Form 159-E which can be mailed to our lockbox bank. Fee Filer can be accessed at http://www.fcc.gov/fees/feefiler.html. Instructions for Completing FCC Forms 159 & 159-C We strongly encourage you to submit your regulatory fee payment via Fee Filer. However, if you choose to submit payment with a completed hardcopy Form 159, the following filing instructions apply to media services licensees. Block (9) - Telephone Number: Ø Enter the contact name and telephone number of the specific individual responsible for submitting the payment and supporting Form 159 and Form 159-C. Block (11) - PAYER FRN: Ø Enter the fee payer's FRN number. Block (21) - APPLICANT FRN: Ø If different from payer, enter the applicant's FRN number. Block (23A) - FCC CALL SIGN/OTHER ID: Ø Call sign: All media services payers must enter in this block the call sign of the station(s) for which the regulatory fee is being paid. Ø Payers of the regulatory fee for broadcast auxiliary station(s) must enter their station's call sign. Block (24A) - PAYMENT TYPE CODE: Enter the appropriate payment type code(s) from the fee grids provided in this Fact Sheet. Block (25A) - QUANTITY: All media services fee payers must enter "1" in this block. Block (27A) - TOTAL FEE: Enter the dollar amount associated with the corresponding Payment Type Code entered in Block (24A). Enter exact dollars; do not round. Block (28A) - FCC CODE 1: Ø Facility ID: Enter the unique facility identification number for the AM, FM, TV, Low Power Television, FM/TV Translators, and FM/TV Booster station(s) for which the regulatory fee is being paid. Ø Facility ID Numbers for these stations can be obtained from the Consolidated Data Base System (CDBS) at the FCC's Website at www.fcc.gov/mb/cdbs.html by clicking on “CDBS Public Access”, or by calling: Radio (202) 418-2700, TV (202) 418-1600. The Facility ID Number is now also included on all Radio and TV authorizations. 6 Ø If you are paying a broadcast auxiliary regulatory fee, leave this block blank. Block (29A) - FCC CODE 2: Ø If you are paying an AM, FM, TV or Low Power Television regulatory fee, enter the name of the state and community (in that order) of license for the station for which the regulatory fee is being paid. Please note that this block is for state and community of license, not mailing address. Please use the appropriate two letter post office abbreviation for the state. Ø If you are paying a TV translator, TV booster, broadcast auxiliary, FM translator or an FM booster station regulatory fee, leave this block blank.
