FCC RELEASES 2006 INTERNATIONAL TRAFFIC DATA
Washington, D.C. - The Federal Communications Commission (FCC) today released a report 
entitled 2006 International Telecommunications Data regarding international message telephone, private 
line and miscellaneous services between the United States and other countries.  
 
Statistical Findings  
· Facilities-based and facilities-resale traffic together increased 3.3% from 70.1 billion minutes in 
2005 to 72.4 billion minutes in 2006.  For purposes of categorizing traffic, a facilities-based carrier 
provides service using its own international transmission facilities, while a facilities-resale carrier 
provides service utilizing international circuits leased from other reporting international carriers.
· U.S. billed revenues for international telephone, private line and other miscellaneous services 
decreased 0.6% from 2005 to 2006.

· U.S. carriers’ net settlement payments (the amount they pay foreign carriers to terminate traffic 
overseas) increased 4.9%.  Retained international revenues (revenues after settlement payments are 
made) decreased 4.0% from 2005 to 2006.

· Resale traffic grew from 47.2 billion minutes in 2005 to 54.1 billion minutes in 2006.  Billed 
revenues for resale services increased from $5.8 billion in 2005 to $6.1 billion in 2006.  The total 
number of carriers reporting resale services increased 10.6% from 838 in 2005 to 927 in 2006.
