Copps announced today reorganization and a number of changes in his personal office. John Giusti will join Commissioner Copps’ office as Chief of Staff and legal advisor for international and wireless issues. “I am enormously pleased that John is returning to my office,” Copps said. “He demonstrated remarkable intelligence, negotiating skill and sound judgment as a detail in my office a few years ago, and he has been serving this agency with extraordinary intelligence and vigor ever since, most recently as Acting Chief of the International Bureau. The skills John brings to the Copps office will help us navigate through one of the most opportunity- rich periods in the Commission’s 75 year history. I also believe the new Commission will have an enhanced focus on, and strategy for, the policy challenges of the global arena, and John will help us take maximum advantage of our international opportunities.” Mr. Giusti has held several positions in the International Bureau where, among other things, he directed strategy for FCC participation in international and regional organizations, regulator-to-regulator dialogues and cross-border spectrum negotiations. Before joining the International Bureau, Mr. Giusti worked in the FCC’s Common Carrier Bureau where he addressed implementation of parts of the Telecommunications Act of 1996. Mr. Giusti received his Juris Doctorate from Boston University in 1994. He was awarded a Bachelor of Science in Telecommunication from the University of Florida in 1991. Jennifer Schneider will occupy the new position of Senior Policy Advisor in the Copps office. In addition to her duties as Senior Policy Advisor, Ms. Schneider will serve as principal advisor for broadband, wireline and Universal Service issues. “Jennifer has only been with us for a period of months, but I am enormously impressed with her dynamism, policy grasp and practical know-how. The new Commission is all about policy, and she masters it all from her years at the Commission and on Capitol Hill,” Copps said. “We’re fortunate to have her here.” Paul Murray, who has been detailed to Commissioner Copps’ office to assist in spectrum and wireless issues for the past several months, will shortly return to his position as Legal Advisor to the Chief of the Wireless Telecommunications Bureau. Commissioner Copps expressed deep appreciation for Paul’s service: “I thank Paul for his extraordinary service during my Acting Chairmanship of the Commission and since. His extensive knowledge of wireless and spectrum issues has been invaluable as we navigated through some very complicated and trying matters. Paul brings extraordinary smarts, focus and judgment to everything he does--plus he is just a wonderful human being. The Wireless Telecommunications Bureau will certainly benefit from his input, and he will be welcomed back there with open arms.” Jamila Bess Johnson will temporarily join Commissioner Copps’ office as Acting Legal Advisor on media issues. Ms. Johnson is Senior Attorney Advisor in the Industry Analysis Division of the Media Bureau. “Jamila worked closely with us during my Acting Chairmanship and I was struck by her in-depth knowledge of the many issues affecting our media—which has always been, and continues to be, a passion of mine,” Copps stated. “I thank her for her willingness to help us again,” Copps said. - FCC -
