The NANC advises the FCC on matters relating to the administration of numbering resources. Ms. Kane replaces Thomas M. Koutsky, who resigned after serving three years as Chairman of the NANC. In a letter dated September 25, 2009, Wireline Competition Bureau Chief Sharon E. Gillett accepted Mr. Koutsky’s resignation and thanked him for his dedicated service to the NANC over the past three years. Ms. Kane is an experienced public official, combining over 30 years of service to the District of Columbia Government in elected and appointed positions with extensive private sector experience in regulatory, administrative, and public policy matters. She currently serves as Chairman of the Public Service Commission of the District of Columbia. Ms. Kane served three terms as an at-large member of the Council of the District of Columbia. She had previous appointments to the District of Columbia Board of Education and has served as a Trustee and as Executive Director of the District of Columbia Retirement Board. As a government relations advisor for a Washington law firm, Ms. Kane drafted the guidebook on telecommunications and cable television regulation for the National League of Cities. Ms. Kane is currently a member of the NANC. In addition, she serves as Chairman of the Telecommunications Committee of the Mid-Atlantic Conference of Regulatory Commissioners, is a member of the Telecommunications Committee of the National Association of Regulatory Utility Commissioners, and has been appointed by the FCC to the Joint Conference on Advanced Telecommunication Service. “Betty Ann Kane’s extensive experience as a public official, coupled with her private sector experience, makes her an excellent candidate to chair the NANC,” said Ms. Gillett. “I am certain that Betty Ann will provide strong leadership for the NANC and will ensure that the council continues to provide important support to the Commission in our efforts to optimize the use of numbering resources,” Ms. Gillett added. Ms. Kane is a graduate of Middlebury College, Vermont and has a Masters Degree in English from Yale University, as well as specialized academic study in Telecommunications Regulation at the Annenberg School, and Investing and Finance at the Wharton School, University of Pennsylvania.
