This report was prepared in coordination with staff of the Omnibus Broadband Initiative (OBI) for use in the development of the FCC's National Broadband Plan. ACLP Director Charles M. Davidson said "The report provides the FCC with a comprehensive analysis of major barriers to broadband adoption among under-adopting demographic groups and sectors of the economy. Our hope is that this report will be used as a starting point for further discussions regarding ways to maximize the adoption rate across every demographic group and sector."
