AT&T Southeast, an incumbent local exchange carrier (LEC), has filed certification that short term public 
notice of network change(s) has been provided through its publicly accessible Internet site, as required by 
section 51.329(a) of the rules of the Federal Communications Commission (FCC), together with certification
of service on identified interconnecting carriers, as required by section 51.333(a).  Upon initial review the 
filing appears to be complete.  See 47 C.F.R. §§ 51.325 through 51.335.  Specific network change

ATT20091029S.1 The Telecommunications Act of 1996 established the Universal 
Service Fund (USF) to maintain affordable telephone service 
and to bring new telecommunications technology to rural 
residents in sparsely populated, high-cost-to-serve areas.  
AT&T Southeast is receiving remuneration from the USF and 
negotiates a plan for the allocated budget with the State Public 
Service Commission each year to benefit rural residents in its 
approved service areas.  Under this plan, Copper Facilities 
which feed an area in Rogersville, AL along and adjacent to US 
Highway 72 will be replaced with fiber fed digital loop carrier.
