Office of the Bureau Chief · Kathryn O’Brien has been appointed Assistant Bureau Chief, International Bureau. In this role, Ms. O’Brien will play a leadership role in representing the FCC on U.S. delegations in major international conferences, particularly upcoming ITU conferences, such as the Plenipotentiary Conference and the World Conference on International Telecommunications. Ms. O’Brien joined the Commission from private industry in 1994, working in the Cable Services Bureau and the Wireless Telecommunications Bureau before joining the International Bureau in 1996. She has held several management roles within the Bureau to include Deputy Division Chief and most recently, Chief of the Strategic Analysis & Negotiations Division. Ms. O’Brien earned a BA at Smith College in 1986 and her JD at Northeastern University School of Law in 1992. · Francis Gutierrez has been appointed Assistant Bureau Chief of the International Bureau, and as such, will oversee a broad and diverse range of international and domestic telecommunications matters. Mr. Gutierrez joined the Commission in 2000, working in the Wireless Telecommunications Bureau before joining the Policy Division of the International Bureau as an Attorney Advisor in 2003. In addition, he previously served as a Legal Advisor in the Office of the Bureau Chief, International Bureau. Mr. Gutierrez holds a BA from Rutgers University and a JD from American University’s Washington College of Law. · Gardner Foster has been appointed Assistant Bureau Chief, International Bureau. In this role, Mr. Foster will focus on mergers and acquisitions of telecommunications companies, in addition to assignments and transfers of control, and satellite and other international licensing matters. Mr. Foster joined the FCC’s International Bureau in January 2002, and has served as an Attorney Advisor in both the Policy and Satellite Divisions, as well as a Legal Advisor in the Office of the Bureau Chief. He earned a BS at Syracuse University in 1992, an MBA at George Washington University in 1994, and his JD at Tulane Law School in 2001. Strategic Analysis & Negotiations Division · Narda Jones has been appointed Division Chief, Strategic Analysis & Negotiations Division, International Bureau. Ms. Jones joined the FCC as an Attorney Advisor in January 2001. She held several management positions within the Wireline Competition Bureau before joining the International Bureau Chief as Assistant Bureau Chief in June 2006. Ms. Jones earned a BA at Wesleyan University in 1991, and her JD from Brooklyn Law School in 1994.
