FCC CHAIRMAN GENACHOWSKI NAMES CAROL MATTEY
AS DEPUTY CHIEF IN WIRELINE COMPETITION BUREAU
Washington, D.C. -- Today, Federal Communications Commission Chairman Julius 
Genachowski announced the appointment of Wireline Competition Bureau Deputy Chief Carol 
Mattey, who will focus on universal service issues, among other things. 
“Transitioning Universal Service Fund support from yesterday’s analog technology to 
tomorrow’s digital infrastructure is a top priority for the Commission,” said Chairman 
Genachowski. “Carol’s expertise on universal service will be a vital resource as the FCC works 
to ensure that all Americans have access to the benefits of broadband.”  
For the last six months, Mattey has served as a Senior Policy Advisor on the Omnibus 
Broadband Initiative, focusing on developing universal service recommendations for the 
National Broadband Plan.  She has over 25 years of experience developing telecommunications 
public policy and advising private sector clients on the intersection of business and regulation.  
Prior to joining the Omnibus Broadband Initiative, Mattey was a director at Deloitte & Touche 
LLP, providing consulting services to telecommunications and media clients, and private equity 
firms.  She joined Deloitte in 2005 after over 10 years at the FCC, where she was Deputy Bureau 
Chief of the Wireline Competition Bureau from 2000-2005.  Among other things, she previously 
managed ongoing administration of the Universal Service Fund and led efforts to work with state 
regulators.  Previously, Mattey worked at the National Telecommunications and Information 
Administration, advising the Administration on communications policy and privacy issues.  She 
holds a J.D. and M.A. in Public Policy Analysis from the University of Pennsylvania, and B.A. 
from the University of Virginia.
