He served as the top telecommunications staffer on the House Telecommunications Subcommittee to Chairman Edward J. Markey (D-Mass.), and was the lead staffer for Chairman Markey on numerous landmark laws -- including the requirement in the American Recovery and Reinvestment Act requiring the FCC to develop a National Broadband Plan, the Telecommunications Act of 1996, and many others. “It has been a true privilege to work with such a talented FCC team, committed to advancing Chairman Genachowski’s pro-innovation agenda,” Crowell said. “Chairman Genachowski has been a great friend and the decision to leave was not an easy one.
