WAIVERS, REDUCTIONS AND DEFERMENTS OF REGULATORY FEES
The Commission’s automated filing and payment system (“Fee Filer”) is now available for filing and 
payment of FY 2010 regulatory fees. Regulatory fee payments must be made no later than 11:59 PM, 
ET, on August 31, 2010. 
As set forth in 47 U.S.C. 159(a), the Commission is required by Congress to collect regulatory fees to 
recover the regulatory costs associated with its enforcement, policy and rulemaking, user information, 
and international activities. Licensees and regulatees are assessed fees calculated as set forth in (See 
Assessment and Collection of Regulatory Fees for Fiscal Year 2010, Report and Order, 75 FR 41932 
at ¶ 1 (July 19, 2010)).  The Commission also publishes industry-specific guidance in Who Owes 
Fees & What is My Fee FY 2010, which can be found on the Commission website at 
http://www.fcc.gov/fees/regfees.html).
Licensees are solely responsible for accurately accounting for all licenses and for paying proper 
regulatory fees.  Any data omission, erroneous or incomplete data submission, or payment deficiency 
may result in a 25% late payment penalty, dismissal of pending actions, and/or revocation of any 
authorization.  The Commission will invoke any lawful authority possessed under the Debt Collection 
Improvement Act of 1996 to collect fees due or outstanding against licensees failing to meet their 
regulatory fee payment obligations.
The Commission will consider requests for waivers, reductions or deferments of regulatory fees, but 
will grant such requests only upon a showing that they are in the public interest.  To avoid a 25% 
late-payment penalty if your request is denied, your fee must be paid by the due date using one of the 
methods described in the Payment Methods Fact Sheet.  Submitted fees will be returned if your 
request is granted.  Submit your regulatory fee payment by one of the methods described in the Payment 
Methods Fact Sheet, and send your request for waiver or reduction to this address:

Requests for waivers or reductions that do not include the required fees or forms will be dismissed 
unless accompanied by a petition to defer payment due to financial hardship, supported by 
documentation of the financial hardship.  All petitions for deferments must be received by August 
31, 2010 to avoid the 25% late-payment penalty.
