In order to achieve the upgrade and change of community for Station KNRQ-FM, Cumulus seeks substitution of 
Channel 243A for Channel 251A for KCYS(FM) at Seaside, OR, at its current site, 57-08-00 NL & 123-56-14 WL.  
Cumulus further seeks the issuance of a show cause order regarding that change.
In order to achieve the proposed upgrade and change of community for Station KNRQ-FM, Cumulus asks for 
substitution of Channel 243C1 for vacant Channel 251C1 at Madras, OR, at 44-50-02 NL & 120-45-55 WL.
Finally, in order to accommodate the interests of the original petitioner in a first local service at Gearhart, OR, 
Cumulus proposed allotment of Channel 227A at Gearhart, 45-57-11 NL & 123-56-14 WL.; in order to 
accommodate that allotment, Cumulus proposes substitution of Channel 248C3 for vacant Channel 228C3 at 
Manzanita, OR, at 45-41-05 NL & 123-54-38 WL.
*THE ABOVE PETITION FOR RULEMAKING WILL BE TREATED AS A COUNTERPROPOSAL IN MB DOCKET NO. 10-
118. REPLY COMMENTS TO THE COUNTERPROPOSAL SHOULD BE SUBMITTED IN THIS DOCKET NO LATER THAN 
15 DAYS (RATHER THAN 30 DAYS) AFTER THE DATE OF THIS PUBLIC NOTICE.
