According to the Bureau's licensing records, the licensee did not file the Required Notice of Construction no later than 15 days after the coverage requirement deadline, see 47 C.F.R. § 1.946(d), or a Request for an Extension of Time before the expiration of the coverage requirement deadline, see id. 1.946(e), for the license. If a licensee does not file the Required Notification or Extension of Time request, the Bureau presumes that the license coverage requirement has not been met. Licensees that did meet their coverage requirement have 30 days from the date of this Public Notice to file a petition for reconsideration showing that they have timely met the coverage requirement deadline. In filing a petition for reconsideration, the licensee must include the actual date when the coverage requirement was met. Petitions for reconsideration may be filed electronically through ULS or by paper through the Office of the Secretary. To file electronically, visit the ULS web site at http://wireless.fcc.gov/uls/ and click on the "Submit a Pleading" link, complete the administrative information, and upload your petition for reconsideration. If filing by paper, the petitions for reconsideration should be directed to the Public Safety and Homeland Security Bureau and should further include, on the first page, the license Call Sign, Radio Service, and name of the Licensing Division reviewing the petition.
