Intercarrier compensation is the complex system of payments between carriers for the origination and delivery of traffic. Rooted in 20th century telephone technologies and market structures, the system is increasingly dysfunctional in a world of Internet-based communications. Panel discussions will focus on addressing phantom traffic and access stimulation (also known as traffic pumping), and determining the appropriate ICC framework for voice over Internet protocol (VoIP) traffic. Panelists will also identify options for developing a recovery mechanism as part of long-term reform of ICC, and other issues. Featuring a broad range of stakeholders, the workshops will inform the FCC’s consideration of proposals from the USF/ICC Transformation NPRM, unanimously adopted Feb. 8, 2011. The FCC has indicated that it intends to adopt reforms in this rulemaking in the coming months.
