SECOND ERRATUM

On February 4, 2011, the Commission released a Report and Order (R&O), FCC 11-16, in the 
above captioned proceeding.  This Second Erratum amends the R&O as indicated below:
1. The Table of Contents is corrected to remove the number 15 from “C.  Miscellaneous Part 1 
Rules”, and the Ordering Clause heading is updated to change the paragraph number from 43 
to 44. 
2. New paragraph 43 is added to read as follows: 
43.   Congressional Review Act. The Commission will not send a copy of this Report and Order 
pursuant to the Congressional Review Act, see 5 U.S.C. 801(a)(1)(A), because the adopted rules are rules 
of agency organization, procedure, or practice that do not “substantially affect the rights or obligations of 
non-agency parties.”
3. Existing paragraph 43 is renumbered paragraph 44.
