Subject: Findings and Recommendations 
  The Dispute Resolution Team was appointed by the former chairman of NANC to review the 
request of Telecordia Technologies, Inc. for the North American Numbering Council to resolve the 
dispute concerning NANC Change Orders 429, 430 and 435.  The dispute involves two issues, one 
substantive and one procedural: 
  1. Do the Uniform Resource Identifier (URI) fields in Change Orders 429, 430, and 435 meet the 
requirement of 47 C.F.R. 52.25(f) that the fields in the Number Portability Administration Center “shall 
be limited to the information necessary to route telephone calls to the appropriate telecommunications 
carriers.” 
  2. Was the full appropriate process followed in the adoption of these changes orders. 
The Dispute Resolution Team has reviewed all of the comments filed in this matter with the NANC.    As 
the comments are in the public record and available on the NANC website, we do not rehash these 
comments here.  Based on our best judgment, the Team makes the following findings and 
recommendations.   In making these recommendations we are mindful that the authority of NANC is 
specifically limited to “advising” and making “recommendations” to the FCC, not making interpretations 
of the law. 
Should the fields in question be in the NPAC? 
1.  47 C.F.R. 52.25(f) limits the NPAC database to information necessary to route “telephone calls”.    
2. However, meaning of the term “telephone calls” in 1996 when 47 C.F.R.52 was written most likely has 
little resemblance to the contemporary definition of “telephone calls”. 
3. There appears to be near unanimous agreement that the industry needs a better definition of 
“telephone calls” and “voice communications. 
4. On the other hand, “calls” are being placed and received successfully today under the current system 
of required URIs.  The system is working with the current level of URIs. 
Was the full appropriate process followed in the adoption of these changes orders? 
The NANC has not made a formal determination that the proposed URIs  are “necessary to route 
telephone calls to the appropriate carrier”.    
Recommendations 
We recommend that the NANC recommend that the FCC issue a Notice of Proposed Rulemaking on the 
definition of “telephone call. ”   
We further recommend that the fields in question not be activated at this time.   Once the FCC has made 
a determination of the definition of “telephone call,” the fields, if necessary to implement that 
definition, would then be appropriate to include.
