I apprcciate your continuing interest in timely and effective reform of the special access market and agree that just and reasonable rates, terms, and conditions for these services are critical for wireless and other competitive providers. The Commission has made progress on this issue, as I outlined recently in my response to your question for the record. The Public Notices that we issued in 2009 and 20 I0, and the workshop that we held in July last year have, garnered significant data, which the staff is now reviewing. The Commission anticipates issuing an additional Public Notice soon requesting further data to help us answer those questions. There are a number ofdi fficult issues in the special access proceeding and there are no quick fixes. However, the data we have collected so far will help us to understand how best to move forward.
