Federal Communications Commission Washington, D.C. 20554 Emergency Access Advisory Committee (EAAC) Minutes August 12, 2011 Welcome and introductions were made and called for by EAAC Co-Chair David Dzumba and Cheryl King. A list of the attendees is attached to these minutes as APPENDIX A. The Agenda for this meeting is attached as APPENDIX B. The minutes of the July 8, 2011 meeting were approved as revised. Karen Strauss gave an update on Twenty-First Century Communications and Video Accessibility Act (CVAA) and other activities of interest to the EAAC at the FCC. Karen reported on ongoing rulemakings of possible interest to advocates and consumers with disabilities as well as industry partners. Karen reported that FCC staff is continuing to work on all of the other proceedings that are required by the CVAA, including the advanced communication services, contributions to the TRS and the video description proceedings. Gregory Cooke of the FCC’s Public Safety and Homeland Security Bureau presented an overview of the national test of the Emergency Alert System (EAS) that will be conducted nationwide on November 9, 2011 at 2:00 p.m. EST. Greg Fields (RIM) reported on an exercise conducted to determine differences and preferences between Real-Time Text (RTT) and Instant Messaging (IM). Paulette Aniskoff, FEMA, Campaign Specialist, presented information about National Preparedness Month (September 2011) and activities that are being conducted nationwide. The EAAC recessed for lunch. Reconvening after the lunch break, the EAAC heard a presentation by Chris Pearson (4GAmericas) on a working paper just released on the Evaluation of Short-Term Interim Techniques for Multimedia Emergency Services, which examined the potential interim techniques that could be utilized through the use of existing technologies and PSAPs to provide non-voice emergency services. Questions were taken from the membership in person and on the conference bridge. The presentation and paper are available at www.fcc.gov/cgb/dro/EAAC. Public comment was called for but no one rose to speak. An afternoon working meeting followed, in which the EAAC addressed the assignments of the Policy Subcommittee and then turned to the assignments of the Technical Subcommittee. Subcommittee assignments were made based on the current draft outline for the Recommendations and Report, and due dates for each section were also assigned. Sections 1-IV are assigned to the Coordination Group and are due 09/09/11; Section V is assigned to the Policy Subcommittee and is due 08/29/11; Section VI is assigned to the Technical Subcommittee and is due 08/22/11; Section VII is assigned to the Policy Subcommittee and is due 08/29/11; Section VIII is assigned to the Technical Subcommittee and is due 08/29/11; Section IX is assigned to the Co- Chairs’ Group and is due 09/19/11; Section X is assigned to the Technical Subcommittee and is due 08/29/11; Section XI is assigned to the Policy Subcommittee and is due 08/29/11; Section XII.A is assigned to the Policy Subcommittee and is due 10/14/11; Section XII.B is assigned to the Technical Subcommittee and is due 10/14/11; Section XII.C is assigned to the Policy Subcommittee and is due 10/14/11.
