Dear Chairman Genachowski,
I am writing to request the Federal Communications Commission (FCC) move
expeditiously to issue a final order in the matter of ET Docket 09-36 and allocate, on a
secondary basis, 20 MHz o[spectrum in 413 -457 MHz band for use by wireless
medical devices that could be implanted into the human body and used to restore
sensation and mobility to paralyzed limbs and organs.
Nearly four years ago, the Alfred Mann Foundation filed a request with the FCC for
secondary use ofspectrum in the 400 MHz band. In August 2009, I WTote to you in
support o[the FCC's Notice of Proposed Rulemaking published in March 2009.

The Alfred Mann Foundation, a 501(c)(3) nonprofit medical research organization, has
developed transformative technologies - implantable microstimulators controlled by a
very low power wireless network - for its Medical Micropower Network (MMN). The
MMN brings hope to the millions ofAmericans including our wounded warriors
suffering from traumatic brain injuries, spinal cord injuries and stroke.
1 now urge you to move expeditiously and issue a final order by Fall 20 I I. The FCC's
prompt action will help make the MMN more quickly available as an option for treatment
ofAmericans suffering from debilitating injuries.
