Federal Communications Commission Washington, D.C. 20554 Emergency Access Advisory Committee (EAAC) MINUTES September 9, 2011 Welcome and introductions were made and attendance was called for by EAAC Co-Chair David Dzumba and Cheryl King. A list of the attendees is attached to these minutes as APPENDIX A. The Agenda for this meeting is attached as APPENDIX B. The minutes of the August 12, 2011 meeting were approved. Karen Strauss gave an update on Twenty-First Century Communications and Video Accessibility Act (CVAA) proceedings and other CVAA activities of interest to the EAAC at the FCC. Karen reported on ongoing rulemakings of possible interest to advocates and consumers with disabilities as well as industry partners. Patrick Donovan reminded the EAAC that a Notice of Proposed Rulemaking (NPRM) on NG911 issues is expected to be adopted at the September 22, 2011 open Commission meeting. EAAC member Jim Nixon presented an update on the activities of the Alliance for Telecommunications Industry Solutions (ATIS) Interim Non-Voice Emergency Solution (INES) “Incubator” Working Group. EAAC member Gregg Vanderheiden presented an overview of Telecommunications Access Rehabilitation Engineering and Research Center (TA-RERC) outputs related to EAAC discussions. Reconvening after the lunch break, an afternoon working meeting followed, in which the EAAC addressed the current state of sections 5, 7, and 11 of the EAAC Recommendations and Report, assigned to the Policy Subcommittee. The EAAC called for public comment but no one rose to speak. The current state of assigned sections 6, 8, and 10 of the EAAC Recommendations and Report, assigned to the Technical Subcommittee, was discussed and important issues raised. David Dzumba called for swift action on the drafting of the sections 5-11 of the EAAC Recommendations and Report, so that the subcommittees’ work might begin on the recommendations. The meeting was adjourned.
