The station provides important emergency and information services to much ofthe community but needs to install a'translator to rebroadcast to an additional 4000 people. KWMR is considered to be in the San Francisco market and therefore would be required to wait for a significant number ofLPFM stations to be licensed before reapplying for the translator permit. However, the station's comments demonstrate that their service area is outside the San Francisco metro area.
