learning your views on the agreement that Windstrearn reached with the City ofRochester to
address the City's concerns.
I arn pleased to report that on November 22, 2011, the Commission's Wireline
Competition Bureau and International Bureau jointly approved the applications for transfer of
control under delegated authority. I arn enclosing a copy ofthe Public Notice approving the
