The applications listed below have been found, upon initial review, to be acceptable for filing.  The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies.  Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue.  Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's
rules, unless otherwise noted.  47 C.F.R. § 25.154.

8375 and 8380 MHz, and receive telecommand signals in 110 kHz channels centered on 2081 and 2083 MHz.  Skybox requests waivers of

EchoStar Satellite Operating Corporation requests special temporary authority for 60 days to conduct orbit-raising maneuvers and in-orbit testing
of the EchoStar 16 space station at the 67.1º W.L. orbital location in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space)
frequency bands.  Following in-orbit testing, EchoStar requests authority to conduct telemetry, tracking, and control operations necessary to drift
EchoStar 16 to the 61.5º W.L. orbital location, where EchoStar has a pending application for regular authority to operate the space station.

EchoStar Corporation requests special temporary authority to continue to conduct telemetry, tracking, and telecommand in the 12.2-12.7 GHz
(space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands necessary to continue to operate the EchoStar 3 satellite at the 61.45° W.L.
orbital location as an in-orbit spare satellite for a period of 180 days.  EchoStar is now conducting TT&C at this orbital location in these bands
