(StarHub), which holds international section 214 authorizations, ITC-214-20000731-00473 and ITC-214-20000731-00474, requests that the Commission reclassify StarHub as a non-dominant carrier on the U.S.-Ireland route, pursuant to section 63.13 of the Commission's rules, 47 C.F.R. § 63.13.
