We continue to believe, however, that the FCC must work to advance current and future investments in our nation's technology infrastructure. The agency has a responsibility to pursue spectrum allocation policies and solutions which address the nation's urgent need for wireless broadband expansion. As 'members of the House Appropriations Committee, we ask that the FCC conduct a thorough and thoughtful review of all available spectrum controlled by the Department ofDefense (DoD) that could be repurposed or reallocated to meet increased demand. We believe identifying and freeing up available DoD spectrum promotes the efficient use of a valuable resource and reaffinns the FCC's commitment to move the U.S. closer to providing wireless broadband for all Americans. We also request that the FCC move swiftly to identify other options, including the use of alternate spectrum, for LightSquared's proposed nationwide 4G LTE wireless broadband network. In the absence ofa viable technical solution that would allow LightSquared to use its own licensed spectrum, we believe a spectrum swap is the most resourceful and ·efficient way to quickly expand broadband access nationwide.
