Small rural carriers are concerned that this decision could jeopardize the services they provide after they have made investments in deploying telecommunications services contingent receiving Universal Service funding. However, many rural carriers fear that even though they were in compliance at the time of investment they will not receive adequate compensation due to the FCC's regression analysis associated with the ICC Transfonnation Order. The health of our economy and American jobs should be the highest priority of our federal government at all levels. Refonn ofUSF and ICC should go forward in a way that contributes to the fiscal well-being and economic recovery of our nation. These refonns also should stay true to the investment made by consumers over the years in universal service and should serve as an incentive for continued deployment and expansion of advanced telecornmunications services in rural America. Given the concerns raised by rural carriers, could you please provide me with an update on the progress of the ICC Transfonnation Order with specifics on the use of regression analysis.
