As a Member of Congress representing Brooklyn, I am writing regarding an application by 
Xchange Telecom Corp., a business in my district, to participate in the Federal Communications 
Commission Broadband Adoption Lifeline Pilot Program, which will target areas that are currently 
underserved by high-speed broadband connections.   
 
I am very pleased that the Commission has created the Broadband Adoption Lifeline Pilot 
Program, which will test different options for bringing affordable high-speed internet access to low-
income Americans.  
 
Brooklyn’s Xchange Telecom Corp. is an Eligible Telecommunications Carrier and the 
second largest wireline provider in New York. Xchange has partnered with the City University of 
New York, Baruch College School of Public Affairs, and Older Adults Technology Services, Inc. 
(OATS), in order to put together a proposed program that would run in the Brooklyn neighborhoods 
of Williamsburg, Kensington, Parkville, Borough Park, and Midwood.
