in its non-geostationary-orbit satellite system.  The Division previously determined that O3b had met the first three milestones for its
system (enter into a binding non-contingent contract, complete the critical design review, and begin construction of the first satellite).
Consequently, as provided in 47 C.F.R. § 25.165(d), O3b may reduce the amount of bond it filed pursuant to 47 C.F.R. § 25.165 from $2
million to $1 million.
