On August 12, 2013, the Commission released a Report and Order, FCC 13-110, in the above 
captioned proceeding.  On August 13, 2013, the Office of Managing Director released an Erratum to 
correct that document.  In the corrected Report and Order the footnotes were erroneously omitted from 
Attachment E.  This Second Erratum amends Attachment E to add footnotes 1 through 3 to read as 
follows:
