Panasonic Avionics Corporation requests to modify its existing blanket authorization to operate up to 2050 aircraft earth stations by adding
designated points of communication.  Panasonic's existing blanket authorization includes two terminal types: (1) Melco antenna (up to 50
terminals) and (2) the Panasonic Phased Array (PPA) antenna (formerly known as the Aura LE terminal) (up to 2000 terminals).
Panasonic seeks to add the following geostationary-orbit space stations as designated points of communication for its Melco terminal: Estrela Do
Sul 2 (Call Sign S2821) at 63º W.L., Telstar 11N (Call Sign S2357) at 37.5º W.L., and SES-6 (Call Sign S2870) at 40.5º W.L.  Transmissions
from the Melco terminal would be in the 14.0-14.4 GHz frequency band.  The Melco terminals would receive downlink transmissions in the
11.45-12.2 GHz frequency band from Estrela do Sul 2 and Telstar 11N, and in the 11.7-12.2 GHz frequency band from SES-6.
Panasonic seeks to add the following geostationary-orbit space stations as designated points of communication for its PPA terminal: Anik G1 at
107.3º W.L., Apstar 6 at 134º E.L., Apstar 7 at 76.5º E.L., Asiasat 5 at 100.5º E.L., Intelsat 15 (Call Sign S2789) at 85º W.L., Satmex 8 (Call
Sign S2873) at 116.8º W.L., SES-6 (Call Sign S2870) at 40.5º W.L., Superbird C2 at 144º E.L., and Yamal 300K at 90° E.L.  Transmissions
from the PPA terminal would be in the 14.0-14.5 GHz frequency band. The PPA terminals would receive downlink transmissions in the
11.7-12.2 GHz frequency band from Anik G1, in the 10.7-12.75 GHz frequency band from Apstar 6 and Apstar 7; in the 11.45-12.2 GHz
frequency band from Asiasat 5; in the 12.5-12.75 GHz frequency band from Intelsat 15; in the 11.7-12.2 GHz frequency band from Satmex 8; in
the 11.7-12.2 GHz frequency band SES-6; in the 12.2-12.75 GHz frequency band from Superbird C2; and in the 10.95-11.7 GHz frequency band
from Yamal 300K.
Panasonic requests waiver of Section 25.283(c) of the Commission's rules regarding the orbital debris mitigation and end of life disposal
