NOTE TO RESPONDENTS 
 
The Commission will provide a Database Container file for respondents to load and submit certain data in 
response to the special access data collection, e.g., data on locations with connections, prices, etc.  At this 
time, the Database Container is undergoing testing and is not yet available.  When available, filers will 
use the link on the “Getting Started” webpage to download the Database Container, and additional 
instructions on loading, validating, and submitting the Database Container will be provided in Section 3.4 
of the System Guide.   
 
Until the Database Container is available, filers will be unable to complete the submission process using 
the “Full Website” filing option.  For updates on the availability of the Database Container, please check 
the “Special Access Overview” webpage.
