I am writing to bring to your attention a serious concern I have with the selection process 
involving the contract for the Local Number Portability Administrator (LNP A). 
The LNPA is'Yesponsfbfe"Jor tipdatihg a database of over 650 million telephone numbers which 
is, in tum, used by 0ver 2',000 carriers to properly route calls. This database announces over 1.5 
million tdeph'orie number b«rner~ip fill.d routing changes each day which supports the proper 
routing\)fb~er 5'billion 'calls atid"7 billion text messages on a daily basis. Additionally, the 
LNP A provides critical functionality to law enforcement and public safety. This crucial 
cwn~~riications infr,a.stUI9ture must be protected from both inside and outside threats.

Unfortunately, when the RFP was originally drafted by North American Portability Management 
LLC, security requirements were barely mentioned. Now, however, this matter is pending 
before the Federal Communications Commission and I believe it is the responsibility of the 
federal government to ensure that issues involving national security and public safety are first 
and foremost in any decision regarding critical infrastructure. I urge you to confer with your 
colleagues within the Department of Homeland Security, the Department of Justice and the 
intelligence agencies regarding what security requirements should be included in the RFP to best 
protect our national security. Only after appropriate security requirements are included within 
the RFP and after all bidders are given an opportunity to compete on the same set of terms, 
should this contract be finalized by the Federal Communications Commission.
