the right to return any of the applications if, upon further examination, it is determined they are defective and not in
conformance with the Commission's Rules and Regulations and its Policies.  Final action will not be taken on any of

Intelsat License LLC requests special temporary authority, for a period of 180 days, to operate its fixed earth station in Hagerstown, MD, to
provide launch and early orbit phase (LEOP) services for the ABS-3A satellite as it proceeds to the 3° W.L. orbital location on the following
center frequencies: 6420.00 MHz and 6425.00 MHz (Earth-to-space), and 4194.5 MHz and 4197.0 MHz (space-to-Earth). The ABS-3A satellite
is licensed by Papua New Guinea.
