Teplitz and Horvitz: For the reasons set forth below, we are pausing our 180-day informal time clock for 15 days, until January 20, 2016. We believe that this action will contribute to a more efficient and expeditious review of the proposed transaction. Throughout December, Charter Communications, Inc. ("Charter"), Time Warner Cable Inc. ("Time Warner Cable"), and Advance/Newhouse Partnership (collectively, the "Applicants"), provided numerous supplemental materials at the request of staff to clarif' key details of their Application. On December 3, 2015, the Applicants filed an analysis (also known as a white paper) addressing the proposed transaction's impact on the distribution of TWC SportsNet and SportsNet LA, two regional sports networks ("RSNs") currently owned by Time Warner Cable.' On December 4, 2015, the Applicants filed additional information regarding some of their claims of benefits and efficiencies that would result from the proposed transaction.2 On December 11, 2015, Charter filed an additional white paper concerning its proposed "IP Interconnection Policy and Requirements."3 On December 31, 2015, it filed an additional letter concerning an interconnection agreement it had reached with another party.4 That same day, Charter separately provided information concerning its residential pricing and packaging methodology, including an explanation of how that methodology will be employed throughout the new firm after the transaction.5 On December 15, 2015, Charter provided further clarification on cybersecurity issues.6 On December 17, 2015, to help staff assess the Applicants' commitment to build one million residential line extensions and $2.5 billion of commercial network investment, Time Warner Cable provided new information regarding its own residential and commercial buildout methodologies.7 Charter provided similar information, as well as new details concerning its commitment to deploy a new low-cost broadband service, on December 22, 2015 8 The Commission has a strong interest in ensuring a full and complete record upon which to base its decision in this proceeding. Pausing the clock will ensure that commenters have sufficient time to review and comment on this new information, and will provide Commission staff with the necessary time to review both the Applicants' materials and any responses.
