The applications listed below have been found, upon initial review, to be acceptable for filing.  The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies.  Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue.  Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted.  47 C.F.R. § 25.154.

Petition for Declaratory Ruling to be Added to the Permitted List

Telesat International Limited
Telesat International Limited requests access to the U.S. market to provide Fixed Satellite Services using the proposed Telstar 19 VANTAGE
space station, to be licensed by Brazil and the United Kingdom, at the 63° W.L. orbital location.  Telesat requests the following: (1) the addition
of Telstar 19V to the Permitted Space Station List using the 11.7-11.95 GHz (space-to-Earth), 14.0-14.25 GHz (Earth-to-space), 18.3-18.8 GHz
(space-to-Earth), 19.7-20.2 GHz (space-to-Earth), 28.35-28.6 GHz (Earth-to-space), and 29.25-30.0 GHz (Earth-to-space) frequency bands; and
(2) grant of market access using the 13.8-14.0 GHz (Earth-to-space), 11.5-11.7 GHz (space-to-Earth), 18.8-19.3 GHz (space-to-Earth),
27.6-28.35 GHz (Earth-to-space), and 28.6-29.1 GHz (Earth-to-space) frequency bands.  Telstar 19V will also be capable of operating in the
12.75-13.25 GHz (Earth-to-space) and 11.2-11.45 GHz (space-to-Earth) Appendix 30B frequency bands, the 10.95-11.2 GHz, 11.95-12.2 GHz,
and 17.8-18.3 GHz (space-to-Earth) frequency bands, and the 14.25-14.5 GHz and 27.1-27.6 GHz (Earth-to-space) frequency bands, but Telesat
does not seek U.S. market access for these bands.  Telesat seeks a waiver of Section 2.106 of the Commission's rules and the Ka-band plan to
allow operations in the 18.8-19.3 GHz band on a non-conforming basis.
