Thank you for your letter regarding a petition filed by Panora Communications 
Cooperative (Panora) and Prairie Telephone Company, Inc. (Prairie) for a limited waiver of the 
Commission's intercarrier compensation revenue recovery rules for rate of return carriers. In 
your letter, you encourage the Commission to expedite a resolution of the pending petition. 
Your views will be included in the record of the proceeding and considered as part of the 
Commission' s review. 
The Commission's Wireline Competition Bureau released a Public Notice seeking 
comment on the carriers' petition, and the comment cycles on the matter have been completed. 
Commission staff is carefully reviewing the record in the proceeding. In addition, our staff has 
been in discussions with representatives of Panora and Prairie about their views on the waiver 
petition. We also will take into consideration the issues and concerns presented by all 
stakeholders as we work to resolve this proceeding in the near term. I share your concern 
regarding the length of time this matter has been pending before the agency, and I can assure you 
that our staff is making every effort to conclude its review as quickly and equitably as possible.
