To the extent petitioner asserts the Federal Communications Commission has unreasonably delayed in acting on its pending applications for review, petitioner has not demonstrated that “the agency’s delay is so egregious as to warrant mandamus.” Telecomm. Research & Action Ctr. v. FCC, 750 F.2d 70, 79 (D.C. Cir. 1984). The court expects that the Commission will act on the pending applications for review promptly. With respect to petitioner’s request that the Commission be ordered “to immediately restore WJLP to channel 3 for cable positioning, virtual channel, and all other purposes,” Pet. at 29, petitioner has failed to show that its right to such relief is “clear and indisputable,” Cheney v.
