Thank you for your letter regarding the petition for rulemaking filed by IDT Telecom, 
Inc. (IDT), which proposes changes in the contribution methodology for the Interstate 
Telecommunications Relay Service Fund (TRS). Specifically, IDT requests that the 
Commission implement a contribution methodology that expands the current TRS Fund 
contribution base to include intrastate, as well as interstate and international, revenues of 
telecommunications carriers and other service providers. 
The Commission has released a Public Notice seeking comment on IDT's petition for 
rulemaking, and the comment cycles on the matter have been completed. In addition, the 
Commission has met with representatives of IDT on various occasions to further discuss the 
carrier's views on the petition. Let me assure you that we will take into consideration the issues 
and concerns presented by all stakeholders as the Commission makes every effort to conclude its 
review of this matter as quickly and equitably as possible.
