CLYBURN Re: Streamlined Reauthorization Procedures for Assigned or Transferred Television Satellite Stations, MB Docket No. 18-63; Modernization of Media Regulation Initiative, MB Docket No. 17-105 Throughout my nearly nine years of service on the FCC, I have supported proposals that increase the viability and standing of our nation’s smallest broadcasters. By streamlining the process for the reauthorization of “television satellite stations when they are assigned or transferred in combination with their previously approved parent station,” the proposal before us today has the potential to fit squarely within this goal while not unduly harming the public interest. I will acknowledge that my preference would have been to vote on the originally circulated version of this item, which tentatively concluded that “changing a station’s parent constitutes a material change in the underlying circumstances that the Commission relied upon in granting the most recent authorization.” Nonetheless and importantly, the item still acknowledges that transactions involving a change in a satellite station’s parent are fact specific and may have public interest implications. So, I will vote to approve the item and look forward to the record that follows.
