The Commission reserves the right to return any of the applications if, upon further examination, it is determined that the application is not in conformance with the Commission's rules or its policies. SAT-MOD-20180912-00070 E AMSC-1 Ligado Networks Subsidiary LLC Date Filed: 09/12/2018 14:48:25:65600 Modification Ligado Networks Subsidiary LLC requests authority to modify its authorization to operate the MSAT-2 space station (Call Sign: AMSC-1) at the 106.5° W.L. orbital location instead of its currently authorized location of 103.3° W.L. Ligado requests authority to provide mobile-satellite service using the following frequency bands: 1530-1544 MHz, 1545-1559 MHz (space-to-Earth), 1631.5-1645.5 MHz and 1646.5-1660.5 MHz (Earth-to-space), 10.75-10.95 GHz (space-to-Earth) and 13.0-13.25 GHz (Earth-to-space). Ligado also proposes to use the following frequencies for telemetry, tracking and command: 11.7005 GHz, 11.701 GHz (space-to-Earth) and 14.0005 GHz and 14.4995 GHz (Earth-to-space), and beacon frequencies of 10.7535 GHz (primary) and 10.751 GHz (backup). In addition, Ligado states it will operate MSAT-2 with a North/South station keeping of ± 13.5 degrees and East/West station keeping of ± 0.1 degrees of 106.5° W.L. SAT-PDR-20170726-00111 E S3019 New Spectrum Satellite, Ltd Date Filed: 07/26/2017 23:15:36:18600 Petition for Declaratory Ruling New Spectrum Satellite, Ltd. requests access to the U.S. market for its non-geostationary orbit fixed-satellite service system, Virtual Geo, which will be licensed by Canada. New Spectrum Satellite proposes a constellation of fifteen satellites operating in the 12.75-13.25 GHz and 13.8-14.0 GHz (Earth-to-space) frequency bands. With respect to the 13.8-13.85 GHz band, we have made no determination as to whether a processing round will be initiated for these frequencies and are not inviting additional applications in this frequency band by this public notice. New Spectrum Satellite also seeks to operate in the 10.7-12.7 (space-to-Earth), 14.0-14.5 GHz and 17.8-18.3 GHz (Earth-to-space) frequency bands, the use of which may not be entitled to shared use of the spectrum with grantees of applications and petitions filed prior to the NGSO Ka-band processing round established in Public Notice, DA 16-804. The satellites will use inter-satellite links at optical frequencies. New Spectrum Satellite seeks a waiver of Sections 25.210 and 2.106 of the Commission's rules. New Spectrum Satellite's request to use the 3700-4200 MHz (space-to-Earth) and 5925-6725 MHz (Earth-to-space) frequency bands is not accepted for filing at this time in light of discussions regarding future use of these bands in the Commission's Mid-Band Spectrum Notice of Inquiry, FCC 17-104, (rel. Aug. 3, 2017), and in related proceedings. Page 1 of 2 For more information concerning this Notice, contact the Satellite Division at 202-418-0719; TTY 1-888-835-5322. Page 2 of 2
