PUBLIC NOTICE FEDERAL COMMUNICATIONS COMMISSION 445 12th STREET S.W. WASHINGTON D.C. 20554 News media information 202-418-0500 Internet: http://www.fcc.gov (or ftp.fcc.gov) TTY (202) 418-2555 Report No. SAT-01357 Friday November 2, 2018 Satellite Policy Branch Information Space Station Applications Accepted for Filing The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves the right to return any of the applications if, upon further examination, it is determined that the application is not in conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless otherwise noted. 47 C.F.R. § 25.154. SAT-APL-20180927-00076 E S2985 ViaSat, Inc. Date Filed: 09/27/2018 18:11:01:32600 Amendment to PDR/PPL ViaSat, Inc. seeks to amend its pending request for U.S. market access for a non-geostationary orbit (NGSO) fixed-satellite service (FSS) system (Call Sign S2985), which ViaSat states will be licensed by the Netherlands. See IBFS File No. SAT-PDR-20161115-00120. ViaSat amends its pending request by reducing the number of active satellites in its system from 24 to 20, increasing the number of orbital planes from 3 to 4, and reducing the number of satellites per orbital plane from 8 to 5. ViaSat states that the amendment proposes no changes to the frequency bands to be used; the orbital inclination, eccentricity, or altitude of the satellites; the design or internal operations of any satellite's payload; any satellite's use of dynamically steered beams; planned NGSO-geostationary orbit operations; or planned ground segment operations. ViaSat seeks market access in the following frequency bands: 17.8-19.3 GHz, 19.7-20.2 GHz, and 37.50-42.00 GHz (space-to-Earth); and 27.5-29.1 GHz, 29.5-30.0 GHz, 47.20-50.20, and 50.40-51.40 GHz (Earth-to-space). The 27.5-29.1 GHz, 29.5-30.0 GHz (uplink), and 17.8-19.3 GHz, and 19.7-20.2 GHz (downlink) frequency bands will also be used for transmission between the ViaSat MEO constellation and in-orbit GSO satellites. We continue to defer a determination concerning acceptability for filing of ViaSat's request concerning the 18.6-18.8 GHz band. See No. 5.522B of the ITU Radio Regulations. SAT-MOD-20181016-00078 E S2811 EchoStar Satellite Operating Corporation Date Filed: 10/16/2018 17:24:10:58600 Modification EchoStar Satellite Operating Corporation requests modification of its authorization to operate the EchoStar 15 satellite at its existing 61.65º W.L. orbital location. Specifically, EchoStar requests authority to provide direct broadcast satellite service on channels 3 through 32 via EchoStar 15. The EchoStar 15 space station is located at 61.65° W.L., where it was previously authorized to operate as an in-orbit spare. EchoStar 15 will provide DBS service using the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands.
