Launch and Operating Authority Granted in Part/ Deferred in Part Effective Date: 11/29/2018 Nature of Service: Earth Exploration Satellite Service, Other On November 29, 2018, the Satellite Division granted in part and deferred in part, with conditions, the application, as amended, of Spire Global, Inc. Specifically, Spire was authorized to construct, deploy, and operate up to 872 LEMUR Phase II satellites, initially deployed to altitudes from 385 to 650 km with inclinations ranging from equatorial to polar sun-synchronous (98 degrees). The satellites will operate data downlinks (space-to-Earth) in the 8025-8400 MHz (primary), 2020-2025 MHz, and 2200-2290 MHz frequency bands, and operate data uplinks (Earth-to-space) in the 2025-2110 MHz frequency band. Spire will also operate data links in the 402-403 MHz frequency band (Earth-to-space and space-to-Earth (data back up only)). Spire will conduct telemetry, tracking and command operations for satellites in the 401-402 MHz (space-to-Earth), 402-403 MHz (Earth-to-space), 449.75-450.25 MHz (Earth-to-space), and 2025-2110 MHz (Earth-to-space) frequency bands. The satellites will receive Automatic Identification System (AIS) signals the 156.7625-156.7875 MHz (AIS 3), 156.8125-156.8375 MHz (AIS 4), 161.9625-161.9875 MHz (AIS 1), and 162.0125-162.0375 MHz (AIS 2) frequency bands; Application Specific Messages (ASM) signals in the 161.9375-161.9625 MHz (ASM 1) and 161.9875-162.0125 MHz (ASM 2) frequency bands; Automatic Dependent Surveillance-Broadcast (ADS-B) signals in the 1087.7-1092.3 MHz frequency band; and Atmospheric and Land Surface Profiling in the 1164-1300 MHz and 1559-1610 MHz bands. Spire was also authorized for its satellites to receive GPS signals with center frequencies of 1575.42 MHz and 1227.60 MHz and to receive Galileo signals in the 1559-1591 MHz frequency band (Galileo E1) and 1164-1219 MHz frequency band (Galileo E5). Specifically, EchoStar was authorized to provide direct broadcast satellite service on channels 3 through 32 via EchoStar 15 using the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands.
