FEDERAL COMMUNICATIONS COMMISSION WASHINGTON OFFICE OF THE CHAIRMAN December 4, 2019 The Honorable Brett Guthrie U.S. House of Representatives 2434 Rayburn House Office Building Washington, DC 20515 Dear Congressman Guthrie: Thank you for your letter regarding the Federal Communications Commission s ongoing work to allocate more spectrum for 5G, and in particular, mid-band spectrum. At the FCC, we re working hard to ensure that the United States leads the world in developing this next generation of wireless connectivity so American consumers and our nation s economy enjoy the immense benefits that 5G will bring. I agree that mid-band spectrum is critical to the development and deployment of 5G services. That s why the Commission is working on several fronts to ensure the availability of mid-band spectrum, including the underused 2.5 GHz band, the 3.5 GHz band, and the 3.7-4.2 GHz band. With respect to the L-band, which as you know is shared between federal and non-federal users, I recently directed FCC staff to submit a draft order addressing this band to the Interdepartment Radio Advisory Committee, an interagency group headed by the Department of Commerce s National Telecommunications and Information Administration (NTIA). In the normal course, federal agencies with equities in this band are supposed to submit feedback to the NTIA, which is then supposed to coordinate the official position of the Executive Branch on the band to the FCC. The FCC then makes a decision on whether and how to proceed on the draft order, as appropriate. We are currently awaiting feedback from the NTIA on the Executive Branch s position. I look forward to continuing to work with you on these matters. Please let me know if I can be of any further assistance.
