These alerts are useful to emergency managers and the public only if they can be accurately delivered to the targeted geographic area. The FCC s enhanced WEA geo- targeting requirement specifies that alerts must be delivered to 100% of the target area with no more than a one-tenth of a mile overshoot. Because the availability of enhanced WEA geo-targeting is dependent upon the capabilities of the mobile device s chipset, many of which are produced by Qualcomm, I was pleased to hear that Qualcomm s regulatory team has shared in discussions with Public Safety and Homeland Security Bureau staff that all Qualcomm-enabled 5G devices sold and to be sold in the United States will support enhanced WEA geo-targeting. Qualcomm s execution of this commitment can increase both the use and the usefulness of WEA and, ultimately, save lives. I am writing to request that you confirm your commitment that all Qualcomm-enabled 5G devices currently sold, and to be sold, in the United States will support enhanced WEA geo- targeting as Qualcomm has communicated previously to FCC staff. I would request a response by October 1, 2020, and I would ask that you file your response in the Commission s Electronic Comment Filing System (ECFS) in PS Docket Nos. 15-91, 15-94 and email a courtesy copy to James.Wiley@fcc.gov.
